Effective Date: September 28, 2026
Applies to: Employees of Apple Valley Unified School District enrolled in the District’s SMS emergency notification program.
Program operator: Apple Valley Unified School District, using GoTo Communications, Inc. as its messaging service provider.
This Privacy Policy governs mobile telephone numbers and related information that Apple Valley Unified School District ("AVUSD" or "the District") collects and uses for its SMS (text message) notification program. The program delivers operational and emergency notifications generated by District telephone systems to District employees.
The program does not send text messages to students, parents or guardians, or members of the general public. District messaging to families is conducted through a separate platform under separate terms.
For each enrolled employee, the District maintains:
Employee name and District job title or site assignment.
The mobile telephone number the employee designates for District contact.
Notification group membership (for example, site administration or emergency response group).
Message delivery status and opt-out status.
The District does not collect, transmit, or store student personally identifiable information through this program. Student records, rosters, and other education records are not used to build or maintain SMS notification lists.
Mobile telephone numbers collected for this program are used solely to deliver:
Notification that a 911 call has been placed from a District telephone, including the originating extension and site location, as required for emergency call notification.
Site safety and emergency status notifications, including shelter-in-place and lockdown notifications.
Telephone system and service status alerts affecting District operations.
Administrative follow-up directly related to the notifications above.
This use is consistent with Board Policy 0410 (Nondiscrimination in District Programs and Activities), which provides that personally identifiable information collected in the implementation of any district program shall be used only for the purposes of the program, and that resources and data collected by the District shall not be used, directly or by others, to compile a list, registry, or database of individuals.
Mobile telephone numbers collected for this program are not used for marketing, promotional, fundraising, or political messaging of any kind.
AVUSD does not sell, rent, lease, or trade mobile telephone numbers or SMS consent information.
No mobile information will be shared with third parties or affiliates for marketing or promotional purposes. Text messaging originator opt-in data and consent are not shared with any third party.
The District uses GoTo Communications, Inc. to operate its telephone and messaging platform, and wireless carriers to deliver messages. These providers process mobile telephone numbers only to deliver District messages under contract with the District, and have no independent right to use, disclose, or market to enrolled employees.
An employee’s mobile telephone number is retained in the notification system while the employee remains enrolled. The number is removed when the employee separates from the District, changes to a position not covered by the program, or opts out. Message delivery logs are retained in accordance with the District’s records retention schedule.
Under Administrative Regulation 1340 (Access to District Records), personal contact information — including employee personal cellular telephone numbers — is exempt from disclosure under the California Public Records Act and is redacted prior to any public records inspection.
Pursuant to Board Policy 0440 (District Technology Plan), the Superintendent or designee maintains administrative, physical, and technical controls to protect District systems and records against unauthorized access, loss, or disclosure. Access to the SMS notification roster is limited to authorized Information Technology and site administrative staff.
The District may revise this Privacy Policy. The current version is maintained by the Information Technology Department, and material changes are communicated to enrolled employees.

The AVUSD SMS notification program sends text messages from District telephone numbers to enrolled District employees. The sender is Apple Valley Unified School District (AVUSD). All messages are account notification messages generated automatically by District telephone systems. The program sends no marketing or promotional content.
This is a one-way notification program. The District does not conduct two-way text conversations through this program. The only inbound messages processed are the standard keywords STOP, UNSUBSCRIBE, HELP, and INFO, which are answered by automated replies.
2. Eligibility and Consent
Enrollment is limited to District employees.
Certificated and classified management employees are required to maintain a cellular telephone to remain in contact with their office, staff, and other management team members under Section II.C.1 of the AVUSD Certificated Management Employees — Guidelines and Benefits Handbook and the AVUSD Classified Management Employees — Guidelines and Benefits Handbook, both Board approved September 6, 2018. Consent to receive District notifications at that number is established by the employee providing the number to the District under those handbook provisions.
Other District employees may be enrolled at the request of their supervisor or on their own written request.
Enrolled employees are notified of these Terms of Service and the Privacy Policy at the time of enrollment.
By providing your mobile number and enrolling in this program, you agree to receive account notification messages from Apple Valley Unified School District. No other message categories are sent under this program.
Consent to receive SMS messages is not a condition of any purchase or service.
Message frequency varies. Messages are generated by system and site events rather than on a fixed schedule, and no minimum or maximum volume is guaranteed.
Message and data rates may apply. Charges are determined by the employee’s wireless carrier and service plan.
Reply STOP to any message to cancel. Upon receipt of STOP, the system sends a single confirmation message and sends no further text messages to that number.
Opting out of text messages does not relieve a management employee of the obligation under Section II.C.1 of the applicable management handbook to remain reachable by telephone.
Reply HELP to any message for assistance, or contact the District using the information in Section 10 of the Privacy Policy above.
Delivery of text messages is not guaranteed. Wireless carriers are not liable for delayed or undelivered messages.
Text notifications are supplemental. They do not replace District emergency procedures, site safety plans, or contact with public safety agencies. Do not reply to a notification message to request emergency assistance. In an emergency, call 911.
In accordance with Board Policy 1313 (Civility) and Board Policy 0410 (Nondiscrimination in District Programs and Activities), communications through District systems must remain professional and respectful. Hostile, obscene, defamatory, or discriminatory communications are prohibited and may result in removal from the program and other action under District policy.
Under Administrative Regulation 1340 (Access to District Records), users are prohibited from using any software, device, or automated process that could compromise network security, alter electronic records, or gain unauthorized access to secured District systems.
The District may revise these Terms of Service. Continued participation after notice of a revision constitutes acceptance of the revised terms.
This program is operated under Board Policy 1100 (Communication with the Public), Board Policy 2000 (Concepts and Roles), Board Policy 0410, Board Policy 0440 and Administrative Regulation 0440, and Board Policy 1340 and Administrative Regulation 1340.
