The Children and Youth Behavioral Health Initiative (CYBHI) is part of the Master Plan for Kids' Mental Health, a historic investment by the State of California that takes a "whole child" approach to address the factors that contribute to the mental health and well-being of our children and youth.
CYBHI is a collaborative effort involving multiple California state departments aimed at enhancing access to school-based mental and behavorial health services for students. This initiative allows school districts to receive reimbursement for various services, including screenings, assessments and ongoing mental health support provided to students. Children, youth, and families will not pay out-of-pocket expenses and there will not be any impact to their existing insurance plan nor deductibles.
As we launch our new program in the 2025-2026 school year, we request that parents provide their health insurance or Medi-Cal information during student data confirmation. A new statewide law mandates that private insurance and Medi-Cal reimburse school districts for socio-emotional and mental health services provided to students.
Sharing your student's health insurance details is crucial for reimbursement claims. All health information will be securely stored and shared per federal and state privacy laws. Reimbursement funds will come directly from families' current insurance providers, incurring no additional costs. Participation in this program will not affect insurance coverage, and accessing services at school will not impact families' ability to receive care elsewhere.
