Measure S was a local general obligation bond election bond approved by the voters of Apple Valley on the March 2, 2004. A Citizen's Oversight Committee meets regularly to review all expenditures of Measure S funds and is updated on the progress of the construction projects. Minutes and Agendas may be downloaded below.

Measure S provided required local revenue to match with State School Construction Funds that would:
Build new schools, classrooms and restrooms
Maintains 20-to-1 class size by adding facilities at the elementary level to help accommodate growth.
Adds facilities to reduce overcrowding, particularly at the middle school level.Plans are complete and land is paid for.
Builds a new elementary school (2005) and a new middle school (2006).Plans are complete and land is paid for.
Builds a magnet middle school (2005).
Builds science and technology classrooms.
Renovate and upgrade our existing schools
Schools need upgrades to electrical infrastructure to ensure students have access to state-of-the-art technology, accommodate future growth, and maintain class size reduction.
Schools need permanent restrooms to replace aging portable restrooms.
Schools need upgrades to current building and safety codes.
Make financial sense
The State has already allocated $21,000,000 for Apple Valley schools, provided we match that amount.If a bond fails we lose the money.
There is no other source of funding available to the district to do the work.The State no longer funds school construction without a match.
A Citizens’ Oversight Committee will ensure bond funds are used only for projects included in Measure S.
By law, no funds may be used for salaries or operations.
Annual independent financial and performance audits are required by Measure S.
Cost to taxpayers is estimated to be $39.68 per year based on an average assessed value of $100,000.

Provides new community facilities and playing surfaces as new schools are built.
Gymnasium and 17 acres of playing surface on the Sitting Bull school site.
The most recent projects funded by Measure S, the new Kindergarten wing at Rancho Verde Elementary School, a permanent restroom at Rio Vista Elementary School, and a classroom and restroom at Mojave Mesa and Rancho Verde Elementary Schools are complete.
